How can you outsource here?

How can you outsource work here. Does this mean you sell the job onto someone else who then completes it for you, so you get a job for $5 and the make a wtb somewhere else here or elsewhere for $4 for the exact same job, so you earn $1 and do nothing

Is that what it means?
