Depends what type of backlinks? It would be a problem if you build say 10,000 in a day all from the same IP!

From what I know about backlinks they should be posted just once on a particular website because it is tantamount to spamming if you are on one site and you post so many of your backlinks there. But I have a question on this issue because if you are a member of a forum in good standing then you have a lot of posts there and each post has a signature with your site’s link that is equivalent to a backlink. That means you have a lot of backlinks in that forum, right?

For new websites it is not good. Build your links slowly maintaining the link diversity and link from sites related to your website topic are better

For old websites: Depends on what backlinks and how they get indexed (naturally is the best)
Bulk links to support websites are still the best

It's accourding to your site visitors.If yu have 20k+ daily unique visitors then 1000 backlinks is good for SEO other wise you will get penalty soon from google.
