Exactly. Among other things, here are the primary reasons why we enabled this restriction:
Prevents sellers from adjusting their price to $1, ordering their service 100 times and giving a positive review then increasing the price to $29.
Prevents fraud/abuse of the $2 Twitter Promotion (sellers creating duplicate accounts to buy from themselves after tweeting)
Same as #2 regarding coupons
