My service is not getting published because I can not add a payment method

Dear All,
I am a new user. I have created a new service but I can not publish it. Whenever I want to publish it shows an error that I did not add any payment method. I have added skrill but they ask for a merchant account. I do not know what does merchant account means. Can anyone help me in this regard?

but PayPal is not allowed in all countries like PayPal is not allowed in my country (Bangladesh) so how can we fix the problem
