Did your website got a manual action and penalized in Search Console? Please check the Google Search Console and post a screenshot here.
We need to know exactly what type of penalization you got. After that, I can give you some advice on how to proceed. Also, let me know your domain address.

Is it span score or SPAM score? Because of it is spam score, you should check and analyze your site and find out the reason for spam score. If it is because of backlinks, specifically low quality backlink, then it may be the reason because it allows spammy links to your site. I am not really sure. I am base on SPAM score.

This is exactly the reason why it's always advised to mind the kind of backlinks being used for one's site. If you aren't careful, they would end up causing you a lot of people that it's going to damage your site and take time to take care of. Spam is a very big mess to one's site, I really hope you resolve this problem sooner than later. And I advise making use of high quality backlinks.

I guess you may have to contact the support in the search console so that you can check out how it may work out for you. Because based on what I have seen the manual actions are not reversible. And if it's not manual action, then cutting down on the links is the best way to go on this. It may not be easy but it can be something doable if you plan enough. That's what I have learned from experience.

You can list out the backlinks from spam websites and manually ask them to remove these links.
This is a bit lengthy process but it will surely reduce the spam score.

Then also revise html code for broken links, url structure and other basic things.

Spammers often make pages that have hundreds or even a large number of connections on them. A portion of these pages are unbelievably old, and might have a connection to you from back when such connections may mean something. A portion of these pages are new and basically part of a negative SEO organize. Notwithstanding, any page with many connections on it will be a terrible page. It's likewise quite impossible that the proprietor of the site will react to an evacuation ask for, so you can simply ahead and hop ideal to the repudiate.
