It's original purpose was to divide websites based on their quality - websites with bigger PR were consideret to be better than the ones with lower PR, and had advantage in search engine rankings.
Now there are more accurate, up-to-date methods like Panda and Penguin Google invented page rank.

I have learned last year that Google Page Rank is used by Google to make it easier to evaluate websites for the composition of the search list. However, there are discussions lately saying that Google Page Rank is not being used anymore and its value is not material to the ranking in the Google’s search list.
