Write the reason you're deleting this FAQ
It may seem like a stupid question, but I've looked all over the Public Profile tab and I can't locate where to upload a picture. It's more than frustrating and I'd rather not ask, but It seems like one of those things I won't figure out on my own.

Not a dumb question at all
Your public profile will show you what others are seeing when they click your profile, it's not where you upload your profile picture.
What you'll want to do is click your username at the top right and then click "Settings" which is just under "Public Profile".
After that you'll want to scroll down to the middle of the page, right above where it says "Email, Profile and Private Messages"
You'll see something like this (without my profile pic of course)
Now you'll just click "Select Image" and choose your Profile Picture. Once your image is uploaded, you'll click "Update" and after that you're all done
Sometimes it will take a few minutes for everything to show up on your profile and services, but that's not a common thing. I would imagine that your profile picture will shop up relatively quickly
