Where I live it's a second language, but it's used almost as the main language. Many university courses are already in english and so are the textbooks we use. It's also required for most job positions involving retail, business, science, among others. There's been more buzz lately to make it official, but who knows.

From grade school to college, English was the medium of instruction during my time. That's why in my generation, we can speak and write good English. Until now, English is our second language which is generally used in big companies especially the written communications although the schools have dropped it as the medium of instruction. In the olden days, the presidential speech was always in English but now it is in Filipino.

In my Country English is one of the two national languages. We are so lucky, because even though we have another national language and other native languages we communicate in English generally. This is probably because we were colonized by the English. At school we also learn in English. Its good to preserve your national heritage, but remember to do business especially with the west you need English so in that way we are lucky.
