why i can't create new service?

my inbox has been restricted 2 months ago ..
and now im level 2 seller and now im trying to create new service when i trying to publish my service there is an error msg..
thats the same error msg when i reply anyone in PM thats error msg shows

Please you need to create a service with at all new and unique title and without copy just write somethings by your hand.
