I think it really depends on how much you publicize it, and whether users find value in the content. When you have enough readership, it probably doesn't take that long. I think you have to further define what you mean by off the ground anyway, It means different things to different people.

I would say that having a stable blog in terms of hits willdepend on the effort and your plans. You can make a kickoff with the support of your circle. Can you imagine your relatives and friends commenting on your blog? And if they are many then the more reactions you can get. Of course, you need them to spread and promote your blog. The question now is for how long would they lend support.
