Does every forum need a general chat subforum?

Is it necessary to have a general chat or off topic subforum on every forum? Most forums that I've posted on have an off topic section and this lets the members have a place to relax and talk about other things. What are the advantages/disadvantages of an off topic section on a niche forum?

It can be fun to have a chat area where other off topic discussions are allowed. That can help break up any tension that members might feel; maybe help them get to know each other better, so there is a more relaxed atmosphere on the forum.

I don't mind talking in the off topic section. As a forum admin, the off topic section gives me a place to move discussions that don't fit in with the theme of the forum. So it keeps the forum on target with it's niche.

The general chat board is a good idea that’s why I am wondering why some forums are so formal with their design that they don’t have an off-topic or general chat board. Be aware that there are members who come in to the forum to make friends. And the general chat board is their haunt, of course. When the forum doesn’t have that, I’m sure potential members who are seeking friends will be turned off. I have interviewed some trolls in one forum and some have that intention of getting to know people.
