So I bought a service it was canceled and the funds were returned to my balance. But the $30 I used to buy the service came from my debit card. Is there a way to put my returned funds in to my PayPal account.

The refund must go back to the original payment source and must be 100% available in your account balance (we are unable to do partial refunds).
