It is definitely possible being webmaster without knowing coding as there are lots of resources online and you can always hire developers. You can always use open source and paid softwares for your website. However, there are some disadvantages:

I personally have no clue how to do anything more than some basic html but I'm still a webmaster and I have more than 20 websites up and running
At first I thought all you could do was pay someone a few thousand dollars in order to get a website, boy was I wrong. I set up a crappy free designed website through the godaddy builder and absolutely hated it because it looked horrible and was super basic. It was more basic than some free blogs out there that are extremely ugly when started.
Fast forward a year to 2004 and I find wordpress. Finding wordpress was was an amazing thing because I can get a super professional looking website and not spend a few thousand dollars to do so. There are a few marketplaces that sell premium themes are coded by people who are extremely good at what they do. You can browse these themes based on price and/or niche. Even better is that the themes are normally less than $100 which is much less than hiring a programmer. The reason these are much cheaper is because they are selling to the masses through marketplaces and their own websites. This is nothing to worry about because you can add your own content and make the website unique. In the past I actually told a client to purchase a premium theme so that their website would be responsive since they wouldn't pay my designer and programmer to do the custom code for them. They said no because other people could buy the same theme and their website would be penalized because they had the same thing as someone else So instead of purchasing a responsive theme from a marketplace they paid a bad designer they knew a few hundred bucks to mess up their website and then blamed me I had nothing to do with it, but everyone wants to point a finger when something goes wrong lol.
So in short, yes you can be a webmaster even if you don't know how to code. Wordpress is an amazing thing because it's cheap and so diverse because of the themes and plugins you can use.
