The higher the page rank of a site is better because sites with a high page rank gets priority with the search engine crawlers which lead to a quicker indexing update. That means what SEO work you have done today will take effect faster if your page rank is high than the site with a lower page rank. But I have news for you about page rank that Google is not using that anymore. If you see a site with a page rank then that is just a decoration and nothing more of value.

The correct answer is this..

If you refer to the google pg generally speaking yes .. PR4 is lower then PR5

But when we talk about seo services that provide high PR links then you must ask for some more details like:

If the service provider talk about the actual page PR or the domain PR.

EX:
The seller offer you 10 link from PR3 website..

But your link will not end up on the domain main page will end up in a inner page like:
www.domain.com/category/page2

So if www.domain.com have PR3 and you get a link on www.domain.com/category/page2 this does not mean you will get a PR3 link.

If www.domain.com/category/page2 have PR 3 then you do get a PR3 link.

Many times people talk about the domain PR witch is higher then the PR of the webpage where you will get the link posted.

So when someone tell you that he will provide a PR3 link ask if they talk about the actual page PR or the domain PR
